Is Pre-2012 CD the only way to play Sims w/o internet?

There is preparations for Sims 4 to be released on Steam, The Sims franchise was made and there is now a lot of changes on Sims 3 base game and DLCs, like text changed and etd, but there is now big chance the game will be updated to 1.69.
