I think that a lot of things have lead to a spark of interest in TS3.
- TS4 didn't have great publicity leading up to its release. And, though some fans enjoy it, a lot of fans (myself included) feel let down by how bare it is, even in comparison to other base games.
- TS3's collection is complete and you can find expansions and bundles at discounted prices. There's a ton of content to choose from and most people can find an EP or two that suit their taste and gameplay style.
- There is a wealth of good CC out there for TS3. Bad CC still exists, sure, but because CC and mods have been made for this game for years, it's easier to find the good stuff.
- And, like you said, computers are better now than they were in 2009. I experienced some issues trying to run TS3 in the past, but I upgraded to a new computer in February and the game runs like a dream.
