I recently did a two week long project that resulted in me 'playing' every single household in several worlds briefly. All I did was record basic statistics on each sim and check their inventories - personal and household.
I was astonished on how many sims I'd never played or activated previously had bloated personal inventories.
Many of the worlds I'd checked were very laggy and bloated but once I cleaned out ALL of the inventories the worlds all ran smoothly.
EDIT: The point I'm trying to make is I'd previously assumed never played townies wouldn't have bloated inventories but many of them did when I checked them.
