Try this: I'm not sure if it will disable the meteors in Dystopia, but it can't hurt to set the chances to O%.

NRaas Retuner.
Retuner > ... > Sims3.Gameplay.Objects.Miscellaneous.Meteor > kRandomMeteorChance > (default is 0.0001)
