Is there a way to fix this stair glitch without destroying the lot?

I'm not quite understanding the stairs in your screenshot - is it one set of stairs or two?

Its two sets of stairs, one below the other.I'm pretty sure that's the issue.
I tried the undo thing, and it didn't help, was worth a shot though.
