JodiRebby, try to place floor tiles on the landing of the stairs before you place them and be sure to have the CFE set to true when you place them, I think that will work.
And for the walls, be sure you have flatten all the ground around the zone where you are building them, use CFE false to flatten if you need it and then turn it to true to build the walls, start from the down level and go up to be sure you have a firm base to place the walls. You can place some pillars while building to help you and then remove them when you are done. Placing the floor over the down levels (even an extra tile all over) also helps to build in the upper ones.
