Sorry, but I'm having a difficult time understanding what you are doing to fix this and I don't know what a dbf package is. A dbf is a database. I know we throw a lot of acronyms around here, but we do have to be precise when talking about these things or communication gets all confused. Maybe you mean dbc?
If you have a dbc file that has gone bad to the extent that the Launcher cannot read it and stay stable long enough to uninstall a problem item, then that dbc really has to be gotten rid of and rebuilt with fresh copies of the content that it contained. Somehow. I know, easier said than done.
I have copies of (almost) every kind of CC I have installed, a few of them did get away from me somehow in the earlier days, but would find it quite challenging to figure out which ones correspond to which exact content or dbc file if I ever really had to. This is one reason why package based content, installed by using a Mods/Packages folder, is so much easier to work with than sims3packs but not all CC is available in that format.
