I don't think there's any "truly safe" cc websites since most of the time you have to trawl though clickbait and malicious ads to get to the download page, and even then there's still a chance of downloading content with hidden cc attached.
What we should be stickying is links to programs that can scan files to make sure they're not bad and guides to installing things properly.
