You can have only one default skin at a time but as many non default skins as you want. I don't use default skins. I find it easier that way. I don't tend to notice what townies are doing or looking like unless I play one and then if I don't like their appearance I take them in to CAS and give them a new skin.
EDIT: As I said above, I like variety for my sims. Here's some examples. I can't give you links to them at the moment and I don't know where I got all of them from or what they are called, but they do add variety to my game.
