What I am not sure of is if this will really solve the problem. If the game thinks there isn't enough space around the pile so it won't appear automatically, you may find that the purchased and placed one will not work either once you set it down. I vaguely recall some chatter about types of roofs and lots being fenced in contributing to the issue.
