Er sorry, but there is no need for NRaas StoryProgression users to delve into castes to prevent a household from splitting up or moving out as a unit. That's what Household Options are for. Or Sim Options, if one doesn't want to lock down the entire household. But even without those, resident sims do not ever get removed from a world when SP is in play unless the player makes a great effort to allow emigration. The most that can happen once they actually are town residents is that they might move into other available residences in town.
If the goal is to avoid NRaas SP entirely, then I could see the value in making the sims in this new household unit temporarily active first although that strategy doesn't really work reliably for all players on EA's version of story progression nor for those who do not use any form of story progression at all.
