No resident will ever* leave town with NRaas SP in place on default settings. No castes involved.
One thing that should be mentioned though, as the original post deals with homeless sims that seem to be beloved, is that NRaas SP will rigorously delete all homeless sims if default settings are in place, even if the initial cleanup request is denied. For this reason, it's important to go to NRaas > Story Progression > General Settings > Household Settings > Manage Homeless and change the setting there from "true" to "false".
*There are very few cases where this can happen, like no beds left in the whole town or a really high debt tab, but in all those cases, you will get ample warning before it's too late.
