This can still happen in Sims 3. My current sim is male and he got abducted and ended up having a baby boy. No cheats or mods required. He didn't need any special clothing either. Just had an "unexpected weight gain" for a couple of days.
(Edit: He did also get the funny walk like the males get in Sims 2 when they are pregnant!)
For another cheat free way for males to have children and keep the genetics of the parents is to engineer a baby in the future if you have the Into the Future expansion. I've never tried it myself, so I don't know if males actually get pregnant or if they just grow the baby out of a test tube or something, but it is a way for two males to have a child with their genetics. Not that Sims 3 really has genetics in the same way as Sims 2, but that's a different issue.
Outside of the above, I believe you would need to use Twallan's mods or some sort of cheat as described in the other posts.
