mermaids have no tails
I have a playable mermaid and for some reason she and none of the NPC mermaids have visable tails. They move their legs as in the tail animation underwater but sim like a normal sim above the surfac...

Check your cc, a as usual naked bottoms can interfere with the tails as can all but one of the censor blur remover mods. Those need remove or updated. If it's all mermaids, look at your mods, if it's only some that don't have tails, look at cc clothing.
And if it's intermittent, make sure you have a supported graphics card in your computer.
