Alright, instead of exacerbating the issue by repeating what everyone else has said, I experienced this issue and found a solution that should work. If you do have this glitch, go to a mirror and select "change scales color". You'll go in to the CAS for it. You can just leave without changing anything. This should reset the scales and then they'll swim normally, tails and all.
