Yes on both, provided you have the EPs, CC, and/or store content (and mods such as those allowing for extra CAS sliders if relevant) in place again or else they won't look as you expected.
But I'm a little puzzled. If you have access to your entire TS3 user game folder from before the reboot, why not just copy it over? Then you only have to install the game and the EP/SPs, everything else would already be in place. Or was there something "wrong" with the game folder and you really want/need to do all of this?
