If you're not adverse to using Mods, according to the bug section Twallan's Overwatch, V73 or above will take care of the problem. I don't even have to remove my seeds and both the Elixir Shop and Consignment Store are fixed. Also Bonehilda is no longer obsessed with children and pets.
