Politics aside, I agree with what @IreneSwift has pointed out. I suppose when your sim is travelling the game would temporarily recognise the camp base as the sim's "residence" as they would in their home world/neighbourhood; the game then takes into account the total cost of furnishing on the lot and once they exceed a certain amount your sim would be classified as "rich".
Not sure how accurate this assumption is, but I guess that explains why sims' living in dorms and sororities whilst attending Sims University are all classified as "rich". But me sending sims out posing for nude every day after lectures probably contributed to that, too xD
