Try buying the Attractive LTR. (It's 15k points.) Most of my sims get it eventually, and it seems like everyone they meet thinks they're totally irresistible. This can actually be a problem sometimes, as they get hit on by married people and those way out of their age range, but I've never had a problem getting another sim to respond favorably to the advances of a sim with this LTR. As a bonus, it also gives a relationship boost to anyone new your sim meets after it's purchased.
