The first time that I had gotten an Evil Mysterious Mr. Gnome was when I had dug him up with the miner machine. That was a bit of a surprise to me because I use to get only the regular Mysterious Mr. Gnome when I drill with the miner machine.
I haven't been able to get all the gnomes in the game, but I have gotten most of them. :D
I didn't know you could get gnomes by using the miner. My Sims have a miner in my current game. I'll have to get them u to use it more often.
