I'ts easy to get them all from buy debug. But there's no fun in that.
Some of the magic gnomes do have toddler through to elder life stages. I know the Mech Gnomes from ITF and the ghost gnome have life stages. I have had ghost gnomes appear and it is possible they are babies that have just been born. They change colour as they age up. If you want to know which gnomes age you can go into testing cheats and shift click each one. Any that age up have an extra menu choice that lets you set its age.
