I would say "unintended" and "never reported before." Almost nothing is "unbelievable" when it comes to this game.
Which brings us back to my other suggestion of posting the issue on Chatterbox at the NRaas site so that advanced users and the mod coders can see it. It's kind of what we are there for. :)
