- Another explanation could be if he was doing the street art skill on a public lot. Unless they have an opportunity, sims have a chance of being arrested for street tagging.

Unless your criminal has the lucky trait. My first criminal had the lucky trait and she never got sent to jail. It might have also helped that she was dating a policeman, William Fangmann. :) It wasn't until I played a criminal again that I was surprised when he got arrested.

There is a curfew system in the game for teens & children.
"Curfew" means that during certain hours minors are supposed to be at their home lots, with family members on public lots, or they can "ask to stay over" at other sims' houses. Not very different from real life, many towns do have curfews for minors.

The curfew for teens is from 11 pm to 6 am, if the police find a teen on a public lot during those hours they will "arrest" the teen & take him home.
Check the in-game clock to see what time it is when your teen is getting arrested. If it's during curfew, then you have your answer & all you have to do to stop it, is to keep your teen at home during curfew hours.
If you own another lot the teen is on it the teen will be arrested. Just thought I would add that.
