Yeah, this has been an issue in mac OS for a couple of months (although now there's a workaround), but aside from a couple of sporadic reports, it's only surfaced for Windows users in maybe the past week. So if you could try a few troubleshooting steps and report what worked, it would be tremendously helpful.
If none of these steps work, you could try the Windows version of the mac workaround as well. If you have automatic game updates disabled (in Application Settings > Application), enable them, quit, and sign in again. You should be offered downloads of each pack you haven't installed; you can accept or decline each one separately.
If the downloads aren't triggered automatically, you may need to clear Origin's cache first, or even uninstall and reinstall Origin again—Windows doesn't have anything equivalent to the Origin reset tool for macs, so I'm not sure exactly which files need to be deleted. Anyway, when Origin starts up again and offers you the options to keep it and your games updated (and to share hardware specs), decline it, then enable it in Application Settings, then quit, then restart.

- Run Origin as an admin
- Disable your antivirus/firewall (temporarily, of course)
- Enable Safe Mode downloading. The option is in Application Settings > Diagnostics.
