Where is the photo?
I've done several photography opportunities, mainly to snap a picture of a certain thing in Egypt. I haven't done one that requires a high value photo, so maybe this suggestion won't apply. To get the other opportunities to trigger I had to click on the camera and move the photo directly to inventory, and then sometimes remove the camera from inventory before the opportunity triggered to the next stage (which was to deliver photo). And then I could return the camera to the sim's inventory.
Based on that experience I have to wonder if the game would recognize a photo as having a qualifying high value if the photo remained in the camera. I'd pull out any photo you think might satisfy the opportunity and put them directly in the sim's inventory to see what happens.
