The SP Disallow for Romance only governs what SP pushes (or isn't allowed to push) a sim to do. It does not stop player-controlled actions nor how they react to player-controlled sims. Each of the settings is a little different in this regard, actives vs. inactives acting on their own vs. responses to actively controlled sims.
In other words, if the inactive sim in the room with yours has Romance disallowed, your sim can still successfully flirt, ask them out on dates, confess to being Romantic Interests...all the way up to marriage and babies. If the inactive sim rejects your sim's advances, then sorry it's not the mod doing that. They just aren't interested or in the mood at the time. :)
On the other hand, for example, if a sim is not allowed to be pregnant according to an SP setting and they somehow get impregnated, the pregnancy will terminate sooner or later, whenever SP "notices" the conflict.
