This isn't within my area of expertise, but owning a community lot like that means that your sims are in charge of the place more or less. It doesn't make it private property any more than owning a swimming club makes it so that no one else can use it. Although there are ways to be more restrictive in that case, maybe a better example would be owning a rabbit hole bistro/diner.
Can you not just bury the sims you want on privately owned land without all of the trappings of a formal Mausoleum or does something get goofed up by doing it that way?
