Yes, that's actually more of what I had in mind when I said private property, not necessarily a makeshift cemetery in the backyard or basement of where the active sims are actually living. Besides the second lot having to be a community lot in the past, the Mausoleum itself triggers all kinds of reactions and beacons to the inactive population. It also hosts a part time career, which it sounds like is just not wanted here.
One could use NRaas SP and GoHere to restrict general usage and pushes to the lot to one or two households, but I'm not sure that would prevent the lot from still being used as an automatic holding container for the recently deceased if a real Mausoleum were present on it.
