I think I'm getting lost here someplace, but part of that is due to my somewhat limited experience with resorts.
There is a front desk at each one. A Role Sim, just one, is assigned to it or at least should be if the resort is "active." Register should tell you who it is. So where are they, what are they doing, are they overdue to age up and getting stuck for that reason, and can you reassign the desks with a specific NPC sim whom you know is not stuck? This may not be the right way to approach things, but I would be less concerned about the other resort maintenance workers whom I assume will follow later once this one is on duty and you can check in.
