Wrong as in "Not all players are on systems strong enough to carry all 11 EPs under any circumstances. That's going to vary by individual player."
This was true in 2015, the vast majority of everyone in the world even on laptops have a cpu more powerful than an i5 2400, GTX 750 Ti and 8gb DDR3 ram. Even a GTX 1030 can get 100fps+ in this game
