There are some sims you can never please. You can keep buying more and more stuff, and they still aren't happy. I think it has to do with their traits. It's best to refuse any future jobs with those clients. But you also have to be friends with them for them to like the job you did. Also, be aware that if you go over budget, your sim will be paying for anything over budget from their own household funds.
