Ha, if some of us here had a cookie for every crash log and dxdiag we've read over time we'd each weigh over 400 pounds by now. :p
Your specs are fine for TS3. But in addition to the UAC advice that our esteemed guru links to, I would want to know why/how you appear to be running this game on a 30 Hz television when your card can handle refresh rates of 60 Hz. And regardless, what steps have you taken to cap the fps rate to the actual refresh rate of your monitor. Have you also checked the actual fps rates you are getting in-game with the cheats console, "fps on" (no quotes) cheat code? They should never go above the actual refresh rate of your monitor as you play and move the game camera around.
On your crash log questions:
-- Win 10 is always misidentified on those, that's nothing to worry about. Your version of Windows is just newer than the game is.
-- The exception error refers to an exact memory (RAM) address and is not helpful information.
Basically your game is out of usable resources when this happens and attempts to carry out instructions that it cannot, Windows steps in and shuts it down. Most of the text of the actual crash logs are pretty useless. The trick is find out why this keeps happening, hence the fps related questions above. In any event, even without the fps issues that TS3 brings to the table on these newer, more powerful cards, the game can only use just under 4 GB of RAM no matter how much you have installed or available. Anywhere above 3.6 GB or so is the crash danger zone.

This isn't "virtual memory" in the traditional sense that we usually think of it, but is the only useful part of the crash log itself. Again, it tells us that at that point the game was out of usable resources, whether that be RAM or more likely video memory.
