If you hover over the logic progress bar on the Skills tab, it will show you how many Sims you need to know and how many Sims need to be friends in order to advance further in the skill. Just in case you were not aware of that?

I bought a mirror and used that to increase charisma in between meeting new Sims and befriending them.
