No matter how many times I tried to look for it on google or bing, or even on youtube, I cannot find the resource.cfg download anywhere. Could someone please link it to me I have been searching for ho...

It's in the framework download on modthesims:

Just unzip to your Documents\Electronic Arts\The Sims 3 folder. Everything should be in place (the Mods folder with the Resource.cfg file and 2 subfolders, Packages and Overrides). The download includes 2 test mods (nointromovies and nobuildmodesparkles) to test your installation of the framework.
The file is also available on the NRaas site, although I don't have a direct link to it. I think it's the same one as in the framework.
