Strange, I've never not been able to cancel the command to go to school on my sims. I've heard other people say they can't though.
At any rate, install NRaas DebugEnabler if you don't have it already. Click on a sim, select Nraas > DebugEnabler > Options: Smartphone > Object > Reset, and that sim's action queue will be cleared without sending them home.
