The Nvidia Control Panel's vsync only works in full-screen mode. It's Inspector that was successfully capping the fps at 60 for you.
TS3.exe is what is used on Patch 1.69, TS3w.exe (with the "w") for Patch 1.67 and below.
If Option One doesn't work because you are on 1709, then try one of the others. Only one of them should be necessary to switch that feature off, from the way I am reading that page.
