My apartments follow the same basic concept , but include a little CFE and Moo. I use Constrainfloorelevation false to get the height and moveobjects on to place the elevators.

When looking at the building I would recommend turning on testingCheatsEnabled true ,restrictbuildbuyinbuildings false and buydebug on.
These three cheats will allow you to see were I have place all of the little orbs.
I should also point out that there are public room orbs in all of the elevator shafts.
