Does the world you're playing in have a festival lot? If it doesn't, you need to add it in edit town -mode.
It seems the holidays are dependent on the festival lots. When I started playing in Dragon Valley, I didn't have a festival lot at first, and I was wondering where all the holidays were. Then I added a festival lot and got the holidays.
