In that case the only thing that comes to mind is to bulldoze the existing lot and replace it. The festival lot might have become glitched somehow.
If you have edited the lot without the necessary cheats, it might also stop working. I once placed some stuff on the lot and suddenly the festivals weren't changing. Only later I found out that you can't just edit the lot the way you edit any other lot. I don't remember if that caused the holidays to disappear, but I know the festivals stopped working.
