It is strange. And it's strange also that for me the festival lot and the holidays seem to be tied together, but FryeGuy24 has gotten holidays without the lots.
It seems very random, really. Perhaps you could try to start a new game and see if it works. Sometimes the games just get glitched and corrupted.
