You can!
Just not directly. Have your sim romantically interact with whichever gender you want them to prefer, and after awhile, only wishes for romantic interactions with that gender will come up.
There is a secret meter that keeps track of those things that is neutral until the first romantic interaction. That's why sims when you first play them get wishes for both genders.
P.S. I know about this only because it was in the Sims 2 (read it in one of the game guides) and have noticed they've transferred it to the Sims 3. Please correct me if I'm wrong.
