There is a secret meter that keeps track of those things that is neutral until the first romantic interaction. That's why sims when you first play them get wishes for both genders.

As for actually selecting them to be gay/bi/straight, I kind of like it that they aren't defined like that. I think it's more realistic (well, at least from my own experiences...). If you want them to be a certain sexuality, then only have them go out with one gender, simple as that...
As for NPCs, I can see how it could get annoying sometimes... Like, nearly all of my sims in my family that wasn't in my household ended up being gay/lesbian, and I kind of wanted some of them to breed. ..But it wasn't really too bad. Actually, one of them was a sim that I was planning on making gay anyway. Personally, I love my story progression, it alwasy does such fun things. :P
I also forgot to add that it also controls which gender your sim does random romantic socials with too. After awhile your sim won't "by accidently" flirt with the wrong gender preference via free will.
I like the randomness of story progression because it's how it would be in real life, and I'm so happy the Sims doesn't hold prejudice to conservative "morals". I like the fact that they embrace equality, and wouldn't expect anything less from the original sim master himself, Will Wright.
