All NPCs stuck on one lot: This is a Late Night bug, brought on by passing out flyers as a Film Career Sim. If you were unable to complete the task before the end of your Sim's work day, the game sees the instance as being still in progress, so it keeps continually calling Sims to the lot over and over. Some people can solve this by resetting the lot, or by deleting the lot and then replacing it. Twallan's Overwatch mod supposedly fixes this as well. I have personal experience with this bug. I didn't have Overwatch at the time, and deleting and replacing the lot did not work for me. It ruined a really fun save. ;(
Music from buy mode still playing in live: Make sure you sound card drivers are updated.
As for the other issue, no clue. No experience with something of that sort.
