This can't really be related to the fps issue prior.
Does it happen in different buildings or only one? Do you have a way to temporarily remove the public room markers in such a way that where you are placing the fireplace is just for the moment all within the active apartment unit or does the required chimney prevent that from working?
Different players have different experiences with those cheats and when working with different kinds of objects in such build situations. Personally I keep restrictbuildbuy off most of the time as I'm always reaching for that one when playing apartments, but only activate MOO when I absolutely need to (which is rare) and switch it off again as soon as I can. In particular I never save the game (on purpose) with MOO on. Never have crashes, but then I've never tried to position a fireplace in particular on an apartment lot outside of the active unit, or at least I can't remember doing so right now. I could try that and report back, when I do get a chance, but that wouldn't really be conclusive either way. :/
