@steven1 - Your laptop is not totally low-end, but it would be underpowered for TS3. It's processor is not strong enough and the U-series ones are designed to go into ultra-low power mode whenever they can to conserve energy and battery while the game requires things to be ramped up constantly throughout play. You have dual graphics, both an integrated chip and a dedicated Nvidia card, which is much better than integrated alone but the dedicated card you do have is not strong enough to carry the heaviest of the EPs (Pets, Seasons, ITF, and IP in that order). The RAM it has is sufficient.
No guarantees, but you may be able to get the base game and maybe one or two of the earliest released EPs going on that one on low to medium graphics settings but Late Night and any of them released after may be too much for it. Different players will have different experiences in that range. That combination of components suggests that the laptop was made to be light and super portable, best suited for school/office and web related tasks and it should actually be very efficient at those, but not so much playing graphics intensive games like TS3.
