The fox I use is actually custom content I downloaded from Mod the Sims, it was the only one in the dog category, most other being distorted cats.
Sims 3 only has three categories for major pets: cat, dog, and horse, you have to use mods and custom content to get other animal types for more pet varieties, the raccoons you see in the game are NPCs and use a lot of the cat animations plus they are not tame-able.
