All TS3 worlds will lag, especially if you've been in one for more than 5 Sim weeks. Overwatch and Errortrap are essential mods. Other ways to deal with lag is using Mastercontroller's Reset Everything and also delete some objects in "Object Stats."
The Sims and their vehicles always manage to get stuck, though. And the game can take up a lot of memory if played for a long time (more than 3 or 4 hours).
