I don't know. But I will take an educated guess that you may still have to buy the remaster regardless of having the original on Steam. The reasoning, so far, I think is because there are some or all? new character models that has been replaced. So they didn't just give a HD upgrade to the game. There might be other things they added or replaced as well.
@ClarionOfJoy I wanted to better explain if you don't mind. It is not common for game developers to offer gamer's who already own their game a free copy whether physical or digital of the same but remastered version. For example, I have both Final Fantasy X and Final Fantasy X-2 on Playstation 2 but bought the remastered versions together on Playstation 3. I already have Resident Evil 0 on GameCube but bought the remastered version on PS4. It would be nice to sometimes offer a free game for those who already own it in an older form but I get why that's not really a thing.
Besides, I think the remastered versions are mainly for those who never played the game and can now play it in better quality and for those who are just diehard fans and don't mind repurchasing a better version of the same game. Otherwise, for those who already own the game and don't care about the improvements can stick with the original PS1, PSN, or Steam version. Unfortunately, my PS1 version of FFVIII always freezes during a certain point where I can no longer progress so I got it again on PSN but now that unexpected announcement at E3 about a remastered version has me excited to play this game all over again. I mean, VIII was one my favorite and prominent childhood video games I played so many, many hours during the summer. The music is nostalgic to me and still phenomenal to listen to. <3
