Sounds like some (or more) programs are starting up with windows using the Sims3 files. Other than that it might have to do with administrator issues. I would first like you to try these steps:
In the Windows menu, go to the search bar and type: msconfig
A new window will open.
On the second last tab of this window, you will find you're startup programs. Basicly: all of these, except your antivirus program, can be shut off.
As well for the middle tab (services) Check the box below to hide all Microsoft services. Then you get a list of what services are running. Again: all but the antivirus can be closed.
If you have any software running to clean you're pc like: Glarysoft, advanced system care or tuneup, then it is adviced not to shut them down either.
Whenever you doubt: just ask and state the name of the program. I will be happy to help you out!
After shutting down these programs, you click apply and oke. the system will want to restart. This is a must.
After restart you will get a message about changes. Just check the box to not show again and click oke.
If they don't work, please let me know. We will adjust the administrator settings after that

So, do you mean that I should uncheck everything under those two tabs except for my antivirus and then do the restart?
