Since you had a response concerning Norton I'm guessing two other possibilities:
1) Norton is blocking something or intervening where it shouldn't
2) You have some malware that prevents you from adjusting anything.
Before we try to disable Norton (in case you do have some nasty s... on your pc) first try to rename any folder in the same directory and see if that works.
If not: can you simply rightclick the folder and cut it and paste to another drive?
